2015 is the end of the "Twelfth Five-Year Plan", and the footprint of the textile industry's adjustment and transformation has also deepened during this year. Enterprises generally feel that the pressure from various aspects is constantly stacking up, and new situations, new problems and new challenges are constantly emerging, and it is urgent to recognize the current situation and find the direction. The recently concluded Fifth Plenary Session of the 18th Central Committee of the Party put forward new ideas and clarified new directions for the national economic and social development of the "Thirteenth Five-Year Plan," and many of them have provided macro guidance and requirements for the transformation and upgrading of the manufacturing industry. Then, on the occasion of the "two five-year" meeting, how should we summarize the development characteristics and achievements of the Chinese textile industry during the "12th Five-Year Plan" period, and correctly understand the current difficulties and challenges faced by enterprises in the industry? With regard to the coming "13th Five-Year Plan", how should weavers rely on new power, grasp new directions, and realize new creations? On the above issues, the reporter recently interviewed Wang Tiankai, the president of China Textile Industry Federation.
Deep qualitative changes in textiles during the "12th Five-Year Plan"
1. Four major steps in industry transformation under the new normal
Reporter: 2015 is the final year of the "Twelfth Five-Year Plan" period. Looking back at these five years, what new changes and main features have emerged in the development of China's textile industry?
Wang Tiankai: Looking back on the development since the "Twelfth Five-Year Plan" period, the main change in the textile industry is that the development of the industry has entered a new normal, which is characterized by increased development pressure, conversion of growth momentum, continuous deepening of adjustment, and basically stable operation.
Specifically, the industry's economic growth gradually decelerated and shifted from medium to high speed. Most economic indicators fell from double digits to single digits, and the downward trend and pressure were obvious. At the same time, the industry's structural adjustment, quality and efficiency improvements and The role of innovation drivers in supporting the industry has been further strengthened, and the international development trend of establishing a transnational industrial chain has emerged, reflecting the industry's ability to adapt to the new normal, and has maintained steady, healthy and sustainable development during the transformation and upgrading.
Reporter: In this case, what do you think have been the main achievements of China's textile industry in the past five years?
Wang Tiankai: During the "Twelfth Five-Year Plan" period, under the guidance of a series of policies of the Party and the state, the textile industry continued to promote structural adjustment and industrial upgrading. From economic operation to structural adjustment, scientific and technological progress, brand building, and ecological civilization, it achieved Good results.
Scale benefits increased steadily. During the "Twelfth Five-Year Plan" period, the textile enterprises above designated size will realize industrial added value and the average annual growth of main business income is expected to be about 9%, and the average annual growth of total profits is expected to be 12.0%. The main economic indicators are in a good level in the national industrial system. In 2015, the national textile and apparel export value is expected to be 292 billion U.S. dollars, with an average annual growth rate of 6.6% during the "Twelfth Five-Year Plan" period, a slight gap from the "Twelfth Five-Year Plan" goal of 300 billion U.S. dollars. The proportion of China's textile and apparel exports in the world increased from 34.1% in 2010 to 37.4% in 2014, an increase of 3.3 percentage points.
The effect of structural adjustment was obvious. Since the "Twelfth Five-Year Plan" period, the industrial structure has been further optimized, and the role of industrial textiles as a new growth point for the development of the industry has been further exerted. The proportion of apparel, home textiles, and industrial fibers processed has changed from 51:29:20 in 2010 to 46.8: 28.6. : 24.6, the average annual volume of fiber processing in the industrial textile industry increased by 10.6%. The proportion of chemical fiber in the country's fiber processing volume increased by 12 percentage points, and the proportion of chemical fiber production in the world increased by 7.7 percentage points; new breakthroughs were made in the research and development and technological level of emerging materials such as bio-based fibers and high-performance aramids, representing China's chemical fiber Higher level of manufacturing and textile technology. The transfer of the textile industry to the central and western regions continued to advance, and the proportion of the main business income of regulated enterprises in the central and western regions increased from 16.8% in 2010 to 22.2% in January-September 2015. Xinjiang is a new investment hotspot. The pace of “going global” of textile companies has also further accelerated. Key enterprises have increased their investment and accelerated the construction of manufacturing bases in neighboring countries. They have gradually begun to develop in the high-end areas of the industrial chain in developed countries. The global influence of China's textile industry is increasing.
Innovation drive is reflected. Scientific and technological innovation capabilities have been greatly improved, a number of key technologies in the industry have made progress and been promoted, and digital and network technologies have been widely used in all links of the industrial chain. The company attaches importance to and continuously increases its investment in science and technology to achieve results. 17 achievements in the industry have won the National Science and Technology Award. Among them, the “Composer Digital Automatic Dyeing Technology and Equipment” has won the first prize of National Science and Technology Progress, and 650 achievements have been awarded by the Chinese textile industry. Confederation Science and Technology Award, the number of effective invention patents of enterprises above designated size is 3.4 times that of the end of the 11th Five-Year Plan. The brand creation work has been effectively promoted, the brand awareness of the entire industry has been greatly improved, the brand system of the entire industrial chain is being formed, the industrial brand cultivation management system and the brand value evaluation system have been initially established, and the rapid growth of textile and apparel e-commerce has expanded the market influence of brand products .
Progress has been made in green development. During the "Twelfth Five-Year Plan" period, a large number of new technologies for energy conservation, consumption reduction and emission reduction were widely promoted and applied. Cotton spinning, chemical fiber, printing and dyeing and other industries all have a number of advanced technologies, which have played an active role in energy conservation, water conservation and pollution reduction. The water requirement for 100 meters of printed and dyed fabrics decreased from 2.5 tons to below 1.8 tons, and the water reuse rate increased from 15% to more than 30%. The annual output of recycled fiber reached 6 million tons, and its proportion in total fiber processing increased from 9.6% in 2010 to more than 12%. The "zero-abandonment of old clothes" activity has had a wide-ranging impact on society, and has promoted the construction and development of the industrial chain of recycling, sorting and comprehensive utilization of waste textiles.
2. The difference between "digital" and "feeling" reflects adjustment and upgrading
Reporter: What are the main problems in the development of the textile industry during the 12th Five-Year Plan period?
Wang Tiankai: Since the "Twelfth Five-Year Plan" period, the textile industry has made some achievements, but there are also many problems that plague the industry and require continuous attention. Mainly include: the difference between domestic and foreign cotton is still large, the quality of domestic cotton has declined, and more than 10 million tons of state reserve cotton and imported cotton quota control have hindered the process of market reform of the cotton system; some industries have structural overcapacity and low equipment utilization, High product inventory and difficult capital turnover; labor costs continue to rise, and textile enterprises' per capita wages are 2 to 3 times that of Vietnam and 5 times that of Bangladesh; scattered technological resources have not yet formed integrated innovation capabilities, and relatively insufficient R & D investment, and innovative talents are still lacking Textile enterprises are facing technical, management, and financial pressures in response to increasingly stringent environmental governance requirements.
To solve these problems, on the one hand, companies need to find gaps themselves, adapt to the market, and transform and upgrade; on the other hand, they need to provide a more benign market environment for all aspects of the government.
Reporter: Looking back on the past five years, textile companies have come under pressure and difficulties from various aspects. The company has been in "tight days" every day. Statistics show that the overall scale and benefits of the industry are still in a steady growth range. What does this "number" and "feel" difference mean?
Wang Tiankai: The numbers are not bad, but it doesn't feel good. This just shows that the textile industry is undergoing transformation and upgrading. Regarding this, there are always people asking: is this the best or worst? My answer is: For the promotion of the industry, tight times are good times.
In a tight environment, although poor companies are shuffled out of the market, good companies also need to work hard and hard to achieve good performance. This invisible hand in the market is forcing companies to adjust product structures, accelerate technological innovation, improve management levels, and strive to transform and upgrade.
From the statistics, we can see that during the "Twelfth Five-Year Plan" period, although the growth rate has slowed down, the overall operating quality of the textile industry has improved. Especially since this year, although enterprises generally feel the pressure is greater, a number of operating indicators of the textile industry have grown steadily, and the growth rate ranks among the top in the national industrial industry. From January to September, the industrial added value of 38,000 textile enterprises above designated size in China increased by 6.6% year-on-year, which was 0.4 percentage point higher than the growth rate of the added value of industrial enterprises above designated size. %, 4 and 11 percentage points higher than the national industrial growth rate, respectively. This shows that after the textile industry survives the fittest, adjustments and upgrades, the efficiency of resource allocation and the quality of industry operations are improving.
3.Strong confidence and actively respond to current difficulties and changes in the situation
Reporter: We have noticed that textile exports that have maintained a medium-to-high growth rate throughout the year are expected to experience negative growth this year. Does this mean that the fundamentals driving China's textile industry economic growth have changed? How do you predict the industry operation in 2015? Some people think that China's textile export advantage is not there and its international competitiveness is weakened. What do you think for this?
Wang Tiankai: During the "Twelfth Five-Year Plan" period, due to the follow-up impact of the international financial crisis, the growth of the world economy and trade has been slowly recovering. This year, the industry's export situation is very grim. Although the overall operation of the industry is relatively stable, and the growth performance of industrial added value, main business income, profits and investment is relatively normal, the industry's exports have continued to grow negatively. From January to October, the total textile and apparel exports fell by 5.4% year-on-year Compared with the same period of the previous year, it has dropped by 11.8 percentage points, and the decline has expanded by 2.5 percentage points from the first half of this year, and both volume and price have fallen.
This is the third negative export growth after the Asian financial crisis and the international financial crisis. Basic causes are related to factors such as insufficient international market demand, sharp depreciation of the euro and yen, outward transfer of domestic production capacity to drive trade transfer, and lower raw material prices to drive down export product prices. In addition to the above factors, the export of textiles and apparel in the future will also be affected by the liberalization of global and regional trade.
Regarding the economic operation situation of the industry this year, under the positive hedge formed by the accelerated industrial adjustment and industrial upgrading, the overall situation of basically stable operation in 2015 will not change. It is expected that the industrial added value of enterprises above designated size will increase by about 6.5% year-on-year, the main business income will increase by about 5%, and the total profit will increase by about 8%.
However, I believe that it is not objective and accurate to judge that China's textile export advantage is absent and lose confidence in the Chinese textile industry.
for example. Recalling the beginning of this century, when China just joined the WTO, many economists calculated and predicted based on the data: if the RMB appreciates by 5%, the Chinese textile industry will fall into a full loss. But this is not the case. why? Because static data can explain some problems, but the industry is developing dynamically. It is very important that the Chinese textile industry has released tremendous vitality under the conditions of a market economy.
Another example. A few days ago in a professional market research in Guangdong, I saw a fabric company with only 20 people and realized sales revenue of RMB 300 million to RMB 400 million each year with a profit margin of 10% ~ 20%. I asked, why can I live so well in a tight environment? The young boss replied, insisting on design innovation. I ask, aren't you afraid that others will follow suit? He said not to be afraid. Others copied me, always half a step slower than me; I insisted on innovation and always kept ahead.
I think this is not only a positive attitude, but also a fact: that is, with the improvement of the whole society's awareness of innovation these years, the concept of the company has changed positively. If more than ten years ago, many companies were thinking of "copying if you can copy", and now, more companies are thinking of "copying without copying". From this point, we can see again that China's textile industry is undergoing adjustment and upgrading.
Speaking of exports, China's textile industry has a complete industrial chain advantage, and its resource allocation capabilities have gradually improved. Some brands have gone global and are shaping new advantages in international competition. Based on comprehensive judgments, it is still possible for China to maintain a modest increase in exports of textiles and apparel. In addition, with the deepening of the country's "supply-side" reforms, it is expected to create a better macro environment, stimulate and protect entrepreneurs' innovation enthusiasm and courage, and enhance the enthusiasm of enterprise innovation-driven.
It is worth emphasizing that with the general trend of market globalization, the rapid growth of the domestic market has become the highlight and main driving force of the "Twelfth Five-Year Plan". Enterprises must have a very clear understanding of the domestic market: not the decline in demand, but the acceleration of change. This change is reflected in the changes in the domestic economic structure and the rapid evolution of consumer consumption concepts, cultural preferences, and age structure. It has formed a multi-level consumption level. Enterprises should adapt to changes in a timely manner, innovate marketing models, and find new international competitive advantages.
Textile "13th Five-Year Plan" Reveals New Thinking and New Motivation
1. Five ideas should be the main thread of the "13th Five-Year Plan" of textiles
Reporter: At the Fifth Plenary Session of the Eighteenth Central Committee of the Party, the central government proposed "innovation, coordination, green, openness, The five new concepts of sharing point out that "this is a profound change that affects the overall development of our country." During the "13th Five-Year Plan" period, what new ideas should the textile industry follow? What new direction to grasp?
Wang Tiankai: The five development concepts of "innovation, coordination, greenness, openness, and sharing" are the concentrated reflection of China's economic and social development thinking, development direction, and development focus during the "Thirteenth Five-Year Plan" and even longer periods. The concentrated expression of China's development experience over the years reflects our party's new understanding of China's development law.
For the "13th Five-Year Plan" of the textile industry, it is necessary to accurately grasp the three characteristics of the speed change, structural change, and power conversion shown by China's economy after entering the new normal during the "13th Five-Year Plan" period. The five important principles must be taken as the main line and guideline for the layout of the textile industry's "13th Five-Year Plan."
The "Thirteenth Five-Year Plan" period is the decisive stage for China to build a well-off society in an all-round way, and it is also the decisive stage for China's transition from a textile power to a textile power. Facing such huge changes in countries and industries, my understanding is that innovative development should be the fundamental driving force for the transformation and upgrading of the textile industry. Coordinated development and green development are important contents for the construction of a textile power. Open development and shared development are the construction of a textile power. Basic guarantee and pursuit of goals.
Specifically, innovation and development are most importantly reflected in promoting the optimal allocation of resources, cultivating new power for development, and expanding new directions; coordinated development is most importantly reflected in the adjustment of regional structure, corporate structure, and industry structure, and promote the upstream and downstream of regional and industrial chains. Coordinated development of industries and large and medium-sized enterprises; green development should be reflected in comprehensive conservation and efficient use of resources and greater environmental protection; open development should make full use of national strategies, accelerate the global distribution of the industrial chain, and promote the optimization of export trade Upgrade; shared development should reflect the transformation of the industry from production-oriented to production-oriented. The textile industry continues to play an important role in promoting employment and beautifying the people's lives.
2. "13th Five-Year Plan" textile industry will practice new positioning
Reporter: In the new pattern of national economic and social development, how should we view the position of China's textile industry? We have this consensus since 2009: "The textile industry is a traditional pillar industry of China's national economy and an important civilian production industry, and an industry with obvious international competitive advantages." In the new historical period, does the textile industry need to establish a new industrial positioning?
Wang Tiankai: At different historical stages of China's economic development, the textile industry has made outstanding contributions to economic development, export earning, meeting consumption, and solving employment. To this end, we have always said that the textile industry is a traditional pillar industry of the national economy and an important The people's production industry is also an industry with obvious international competitive advantages. This positioning has been widely recognized in the whole society. It has also played a positive role in boosting the confidence of the industry after the international financial crisis.
Since the launch of the research and preparation of the "Thirteenth Five-Year Plan", we have conducted extensive discussions on how to reposition the industry in the new era as an important topic. According to the world situation and national conditions, I think that the textile industry's status as a pillar industry and an important civilian production industry in China will not change for a long time. The international competitive advantage based on the comparative cost level is being further transformed into a new international advantage at the industrial chain level, reflecting the new characteristics of China's textile industry structure and layout optimization, and facing the decisive role of creating supply and demand and market-oriented allocation of resources, the textile industry must highlight The integration of technology and fashion, the diversification of terminal consumption, and further understanding of the important role of the textile industry in national economic and social development in the new situation. Therefore, in the "Thirteenth Five-Year Plan" of textiles, we have proposed an industry positioning adjustment that has been adjusted in the past: "The textile industry is a traditional pillar industry in China, an important civilian production industry and an industry that creates new international advantages. The industry of fashion integration, clothing consumption and industrial use plays an important role in beautifying people's lives, driving related industries, driving domestic demand growth, building ecological civilization, enhancing cultural self-confidence, and promoting social harmony. "
3. Seize the opportunity of the "13th Five-Year Plan" to sprint the textile power
Reporter: It is understood that the China Textile Industry Federation has started the investigation, discussion and preparation of the "13th Five-Year Plan" of the textile industry since mid-2014. Can you tell us what kind of basic ideas the textile development will follow during the 13th Five-Year Plan?
Wang Tiankai: The "13th Five-Year Plan" of the textile industry has been listed by the Ministry of Industry and Information Technology as one of the four ministerial plans in charge of the Consumer Goods Industry Division. Entrusted by the Ministry of Industry and Information Technology, China Textile Federation has started relevant work since last year. The basic development ideas of the textile industry during the "13th Five-Year Plan" period are: adhere to the principles of market orientation, innovation drive, structural optimization, and green development, proactively adapt to and lead the new normal of economic development, and take advantage of the textile industry's good industrial foundation to accelerate structural adjustment and industry The pace of upgrading, focusing on improving the quality and efficiency of development, creating new advantages of textiles in the "Internet +" era and international development, and becoming a world textile power with increasing technology, brand, sustainable development and talent.
Reporter: In 2012, the industry issued the "Outline of Building a Textile Power (2011 ~ 2020)", which puts forward the industry development strategic goals of building a textile power by 2020. At the end of the "Thirteenth Five-Year Plan", it is the time for the 2020 textile power to reach the "standard". So, will the standard of strong nations be reflected in the specific indicators of the industry's 13th Five-Year Plan?
Wang Tiankai: The "Thirteenth Five-Year Plan" period of textiles is a sprint and decisive period towards the goal of "building a textile powerhouse." The link between the "13th Five-Year Plan" of textile planning and the goal of a textile powerhouse is very important. After the "Outline of Building a Strong Textile Country (2011 ~ 2020)" was issued, great changes have taken place in the economic development situation and external conditions of the industry. Based on this dynamic change, it is expected that the goals of building a strong country in the "Thirteenth Five-Year Plan" will have Adjusted.
However, it is worth emphasizing that measuring the achievement of the goal of a powerful country is not a single indicator, but the comprehensive development level of science and technology, branding, sustainable development and talents has entered the ranks of the world's advanced countries, forming an industrial chain and supporting the development of a powerful country. The value chain system is a symbol for comprehensively measuring whether a textile power is built.
In recent years, the construction of a strong country has been actively promoted throughout the industry and has achieved significant results. It is foreseeable that during the "13th Five-Year Plan" period, China's economic and social development will usher in profound changes, and the textile industry will also face new opportunities and huge challenges. Boat against the water, retreat if not advance. Only when the entire industry is firmly confident and adheres to the "innovative, coordinated, green, open, and shared" development, will the textile power be created in our hands.
